Meeting in European Parliament.

The last week was marked with the meeting of the Crimean Tatar nation's Mejlis chairman, M.Djemilev and the chairman of European Parliament, Nicole Fontel. The meeting took place in Strasburg. Milly Mejlis member, N.Bekirov also took part in the discussion.

"Adalet" - means "Fairness".

The next in turn session of the Crimean Tatar national party "Adalet" was held on February 26. The main problems to be discussed at the session were - introducing changes and amendments to the Charter, registration of the party in organs of state power, taking part in the rally devoted to the land dividing on March 6, developing the economic program for the summer season. "Adalet" party was created in 1995. It has 15 affiliations throughout the Crimea. Its name makes the party's aims clear itself: "Adalet" - "Fairness". However, the party has not been registered in organs of state power, so it has no right to solve problems on the official level. Now, they are working on introducing additions and amendments to the Party Charter in order to be registered. Official status will enable  to be more successful in the future.

Help the children of Chechen war.

Everyone knows about the events happening in Chechnya during last five years. These five years have been very difficult for the Chechen nation. The war has compelled people to leave their homes and become refugees. Children, deprived of all the life joys and urgently needing help, suffer the most.

According to the chairman of the Crimean Tatar Women League, Safinar Djemileva, they were addressed by the President of the Repressed Nations And Citizens Fund, Ahilgan Ahilgov. He has been working on the program of psychological rehabilitation of Chechen children for five years.

Under the program of helping the children from Ichkeriya, the Crimean Tatar women League in the Crimea, addressed to families that could temporarily welcome these children in order to help them strengthen their health and get rid of war horrors.

No secrets.

In accordance with Vienna agreement on strengthening measures of trust and security a group of inspectors from Turkish armed forces were working in the Crimea. A four-person delegation visited military departments of the 32nd army corpus, MNS of Russia and MAF of Ukraine. The countries carry out annual share of information related to the number of soldiers, Armor and techniques systems. Such check ups are used for controlling the fulfillment of the agreement signed in 1994.

"Friendly" environment.

"Friendly relationships" of Ukrainian government in Kiev with representatives of NATO have caused enmity and protest in hearts of Evpatorya dwellers. They consider it as a blasphemy, meanwhile Russia and Byelorussia unite in order to resist the aggressive block.

Rapprochement of Ukraine with NATO will alienate it from Slavic countries. It also carries the meaning of treachery of the brother nations' interests. Representatives of Evpatorya patriotic forces call the Crimean dwellers for the spring rally in Kiev. Its aim is the President's and government's resignation, carrying out the referendum in order to join the union with Russia and Byelorussia, creating of united Slavic state.

Our commentaries: There are approximately 14 % of the Crimean Tatars living in Evpatorya whose opinion absolutely contradicts the ideas of the article author. Additionally, Evpatorya communistic party is the most developed among the Crimean communistic ones. For instance, in 1998 during joint military exercises of Ukrainian MNF and NATO communists organized a protesting picket in the city center.

 

Land reforms.

 

News from Mejilis.

On February 24 they held a meeting of Mejilis Chairman deputy dealing with organizational activities. Djulvern Ablyamitov, the head of Mejilis economic department, Server Izedinov, the member-correspondent of the Crimean Academy of Sciences, Mamedy Sohtayev with the chairman of the Crimean Ministry Council, Sergei Kunitsin and representative of the Ukrainian President in the Crimea, Anatoliy Korneychuk were there.

During the meeting they discussed the realization of the Crimean Ministry Council Resolution #182 dated from 24.05.99.* Ministry Council chairman expressed his point of view about the realization of the Resolution. According to his words, it is being accomplished despite all the difficulties and there is no doubt it will not be completed. President's representatives spoke about more serious problems related to land problems and, taking it into account asked not to aggravate this situation in the Crimea.

Mejilis representatives spoke about obvious failure to accomplish several Resolution points. In particular, points related to staff, land problems and education in national language. They introduced the fact of sabotage of the Resolution up to the level of district state administrations. Special attention was paid to the problems of giving land spots to the Crimean Tatars living in the rural zone. In conclusion, they introduced the proposal of Mejilis, which would facilitate in solving the problems, mentioned in the Resolution.

Our information: * the Resolution is aimed to solve staff problems, problems of the Crimean Tatars' employment, individual construction, giving land to the Crimean Tatars and also to solve the problems of national education and financing of national publishing issue and TV news in the Crimean Tatar.

 

Rallies of protest.

On February 28 the Crimean Tatars living in Zuya village of Belogorsk district held a rally of protest in front of the building of local administration. The rally participants had the following slogans: "No land privatization without the Crimean Tatars", "We demand carrying out the Resolution #182 of ARC Ministry Council.”

 The rally participants spoke about the problems that bothered their compatriots. There are more than 4 thousand people among 1185 Crimean Tatar families now. Only 5 % of them got land. They also mentioned that the commission dealing with land dividing has no representatives from the Crimean Tatars. Although there are 2200 hectares of available land, the village head turns down the applications submitted by the Crimean Tatars.

The rally participants asked to include 4 Crimean Tatar representatives to the commission dealing with land dividing. They also expressed distrust to the commission chairman and demanded his replacement. However, their demands have not been heard.

Two important problems.

On March 1 they held a sitting of Belogorsk administration, where they considered the problems of giving land and increasing the number of Crimean Tatar national schools in the city. The chairman of land resources department gave information about land dividing and also about the way these applications are considered. He also noted the fact that there was no vacant land for repatriates who returned after exile. They will be given the land withdrawn from people who can not use it properly.

Concerning the second problem, the chairman of district department of education explained the condition of schools where the Crimean Tatar language was taught. She noted that the recent established school #4 did not meet all essential demands. That is why pupils will be taken to the school #1 with instruction in 2 languages. The problem will be considered in a more detailed way on March 10.

Bakhchisarai dwellers were donated an out-patients department.

Switzerland has provided 170 thousand US dollars for implementation the program of prophylactic healthcare in Bakhchisarai district. The representatives of United Nation Crimea Integration and Development Program (UNCIDP) have allocated a transportable outpatient department and informational center in the district. "Out-patients department on wheels" will solve to some extent the problem of Crimean Tatars' medical care.

Representatives of UNCIDP and the Crimean Consultation Council got acquainted with construction of water supply system in the 7th Bakhchisarai micro district and visited the village Victorovka. There are about 500 Crimean Tatar families living in difficult conditions there. They also considered the possibilities of further cooperation in solving today's problems of the deported.

Brief information.

Yalta. The 9th international tourist fair "Crimea. Health Resorts Tourism. Spring - 2000" has begun its work in hotel "Yalta - Intourist". As the Health Resorts and Tourism Minister of the Crimea stated, Crimea intends to welcome more than 4 million tourists in the coming summer.

Ministry of Education: concerning the problems of national schools.

On February 25 the stuff of Crimean Ministry of Education discussed the issues dealing with current situation of studying the Crimean Tatar Language and literature in educational establishments of the Crimea. According to the reports, all the state establishments in the Crimea take steps toward the improving the level of instruction in the Crimean Tatar language and literature. Nevertheless, despite such an active support, the number of groups in daycare schools is being reduced, and national schools are established with great difficulties and under the pressure of public. According to data of Ministry of Education there are 9 national schools in the Crimea with 3006 pupils. There are 82 functioning national classes with 1180 overall at schools with the Russian language of instruction. 39863 pupils study their native language as a separate subject.

They again discussed problems of lacking in staff, textbooks, and methodical works. Apart from that, they noted that control and analysis of national school teachers’ work are not carried out properly. It is necessary to organize a special administration in the Ministry of Education for it. The administration would deal with the problems of the Crimean Tatars' education and creating national schools in the Crimea.

New textbooks at schools.

"Krimuchpedgiz" publishing house has released three new textbooks for schools with the Crimean Tatar language of instruction. Two textbooks for primary school, "Fidanchik" ("Sprout") – a reading book for the first grade and 1000 copies of textbook on Mathematics for 1-3 grades were printed. The third book, textbook of literature  of 12-18 centuries - "Crimean Tatar medieval literature",  is published for the first time. It was released with the  financial support from International Fund "Soros".

The publishing house is now working on releasing a new colorful ABC - "Elifbe". The publishing house officials think that teachers, having worked with the textbooks will introduce some methodical changes or additions. Taking into consideration the experience in primary schools, it will be possible then to reissue the "Elifbe".

Moscow University in Sebastopol.

They have were going  to establish a branch of this prestigious university in Sevastopol for a long time. Now it seems that the dream will have come true by the beginning of the next academic year. During the first years about 100 students from the Crimea and Ukraine will be getting education there. Moscow government intends to meet all the study expenses. One academic year of each student will approximately cost 2000 US dollars. There is a little thing left to accomplish -  legalizing the juridical status of the branch.

Conference on the Crimean place names.

The symbolic map of the Crimea conveys 6 villages with the same name – “Lugovoe.” Before 1944 these villages used to have the following historic names: Djaga-kipchak, Urchuk, Chokurcha, Sargil, Agibel*. It was the emblem of scientific-and-practical conference "Problems of the Crimean place names", which was held on February 26 in Simferopol under the aegis of the Crimean Tatar Youth center (CTYC).

The conference participants proposed different ways of solving the problem related to giving historical names to Crimean cities and villages. The economic department of CTYC presented a preliminary estimate of all expenses.

Our commentaries: * in 1944 after the deportation of the Crimean native nation (Crimean Tatars) the Soviet government changed all the historic names of cities and villages which as much as reminded Crimean Tatars.

 

State TV- Radio Company (STVRC) "Krim" pays for electricity by its broadcasting time.

The broadcasting time of the Crimean Tatar programs has been reduced to the level of 1991-1992. In comparison with recent 6 hours of TV broadcasting and 8 hours of Radio broadcasting a week, now there are 1,5 hours and 55 minutes respectively. No doubt the ideal variant would be creating own Crimean Tatar channel, independent from STVRC "Krim". However, it will be necessary to get a huge amount of money, approximately 50 thousand US dollars, for such a project. Unfortunately, there is no so much money for it. The editorial staff officials are now working with different international organizations and with the embassy of the Netherlands, that is interested in projects of the editorial staff. S.Memetov expressed his regrets that Turkey was extremely passive in the implementation of its own proposal to create a joint channel.

Anyway, the only one to suffer today is the Crimean Tatar spectator. Having experienced great difficulties in order  to increase the broadcasting time we have come to the starting point again.

"Let's share the success".

Oon 23-26 February charity fund "Aist" held a workshop under this name. Some 30 officials from the departments of education, culture, Ministry of Education, non-government organizations, culture centers of Simferopol, Bakhchisarai, Feodosiya and Sudak took part in it. The first workshop with the analogous name was held from 23 February till 26 February on the basis of the first Crimean many-national children center "Melevshe" ("Violet"). The UN Crimea Integration and Development Program and International Fund “Soros” supported both workshops.

Crimean Moslems are getting ready for Hadj.

The other day, Ministry delegation dealing with Islamic issues under the leadership of Azugibi Abu Abdalla arrived to Simferopol from Saudi Arabia Kingdom. The delegation also included embassy officials of this country in Moscow. The delegation met representatives of Ecclesiastic administration of Moslems in the Crimea and fund "Krim - 2000". During these meetings they considered issues related to preparation for the Hadj. The King of Saudi Arabia will meet all the expenses of 105 pilgrims. Vaccination of pilgrims will be carried out free at the airport of Djidda city. Special pilgrim clothes will be distributed just before landing. According to the preliminary data, there will be 25 Moslem women from Crimea among the pilgrims this year.
