Kurultay (National Assembly) of Crimean Tatar People takes place in Crimea.
On 1 October 1999, second regular session of III Kurultay of Crimean Tatar People has been opened in Crimea. Kurultay – National Assembly of Crimean Tatar People, is calling by them for a solution of the most important issues of people.
On 26 November 1917, has being called in Bakchisaray, which proclaimed Crimean Republic and elected National Government. However, after some months, Kurultay was broken by Bolsheviks, and which executed its leaders Numan Chelebedzhikhan. Only after 73 years Crimean Tatars suffered most brutal repression, mass deportation, depriving of the political and others human rights, following own democratic way, which was so feared by Communist regime, called II Kurultay in June 1991, in Simferopol. Delegates proclaimed a Declaration on national sovereign and elected Supreme Representative Body – Mejlis, which chairman became a well – known human rights activist, leader of National Movement Mustafa Dzhemilev.
During 8 years, 5 sessions and 2 conferences of Kurultay were held, in which they adopted solutions of most complicated questions of modern life of Crimean Tatar People: return to Motherland from places of deportation, resettlement of tens thousands families in Crimea, rebirth of culture, religion, education, adaptation and integration into new for them Ukrainian community, political – legal status of people and others.
Present session is a regular one. Delegates and guests came from all Crimea and Central Asia, Turkey, Romania, Germany, USA and others countries. In Ukrainian theatre numerous pressmen attend at session. Chairman of Mejlis of Crimean Tatar People M. Dzhemilev announced about starting of second session of Kurultay. Mufti of Moslems of Crimea adzhi Nuri – efendi blessed a work of Kurultay, delivered a sermon and recited a prayer. National anthem and anthem of Ukraine were sounded. M. Dzhemilev shortly said that Crimean Tatars will continue a democratic way elected by them, and obviously, this session contributes to solution of the present issues. He informed to delegates of Kurultay, that among guests are people, which attendance is particularly preciously for Crimean Tatars: Ahmet Ishan Krimli – chairman of association of national groups of Crimean Tatars in Turkey, Dzhelyal Ichten – chairman of association of Crimean Tatars in Istanbul, Genadiy Udovenko – chairman of National Rukh (Movement) of Ukraine and others.
Delegates and guests honored a memory of many thousands victims of natural calamities in Turkey, Taiwan, terrorist acts in Russia, bombardments in Chechnya, by minute of silence. After that a working Presidium of Kurultay was elected, in which entered Mustafa Dzhemilev, Refat Chubarov, Remzi Ablayev, Dzhulvern Ablyamitov, Abdureshit Dzhepparov. Chairman of Presidium of Kurultay M. Dzhemilev was elected. Delegates formed the working bodies – Secretariat and drafting committee as well, approved an agenda of a session of 5 questions:
1. Report on activity of a National self-government of Crimean Tatar People for period from December 1997 till September 1999.
2. Report of Inspection Commission of III Kurultay of Crimean Tatar People for period from December 1997 till September 1999.
3. On making additions and changes in regulations of Kurultay of Crimean Tatar People, regulations of Mejlis of Crimean Tatar People, regulations on Inspection Commission of Kurultay of Crimean Tatar People.
4. On President elections.
5. On confirmation of empower of Chairman of Mejlis of Crimean Tatar People and his deputy.
6. On rotation of the members of Mejlis of Crimean Tatar People and Inspection Commission of Kurultay of Crimean Tatar People.
One of the veterans of national Movement mentioned about important issue for Crimean Tatars, to his opinion, a restoration of statehood of Crimean Tatar People, and asked bring it in agenda of session. It caused a stormy discussion and most of delegates agreed, that this proposed issue more theoretical, and talking of it, necessary in scientific – practical conferences, but not in sessions, which would be held by Mejlis of Crimean Tatar People.
Further the guests of Kurultay addressed, representing of the communities of Crimean Tatars abroad, parties and voluntary organizations of different countries, including Ukraine.
In particularly, Genadiy Udovenko, head of National Rukh of Ukraine, candidate to President of Ukraine, chairman of Parliamentary Committee on Human Rights, National Minorities and Interethnic relations, stressed the NRU historically closed cooperated with National – liberation movement of Crimean Tatars. And a founder of Party Vyacheslav Chernovil still before its establishment, kept the closed contacts with leaders of Crimean Tatar National Movement. These relations are not temporary and juncture. Cooperation between Kurultay, Mejlis and NRU – this is a important factor of peace, stability and democracy not only in Crimea, but in Ukraine.
Genadiy Udovenko expressed a gratitude to Crimean Tatar People, placed a monument in center of Simferopol to well – known human rights activist in USSR general Petr Grigorenko. Parlimentary Committee, headed by him, and in which enter National deputies of Ukraine M. Dzhemilev, R. Chubarov, held numbers of “round tables” on legal status of Crimean Tatar People in Ukraine. Special draft of law is on consideration of commissions of parliament, but met hardened opposition from left factions. Second important question – this is social – economical issues, connected with return and resettlement of Crimean Tatars. Currently, many lands and gardens are thrown and uninhabited in Crimea, at that time, as many Crimean Tatars are settled in stony and infertile lands. But this question can be settled without interference of government and parliament. Crimean Tatars. And Crimean Tatars from their hand would provide a good harvest of fruits and other production.
Important task, thinks Udovenko, to get a representation of Crimean Tatars in Parliament of Autonomy. Committee is preparing a parliamentary hearing of a position of Crimean Tatar People in Parliament of Ukraine.
Chairman of State Committee on Nationalities and Migration of Ukraine Rudko informed that on 19 October, expecting a meeting of Cabinet of Ministers of Ukraine on discussion of a realization of the commission of President of Ukraine and decisions of Government of Ukraine, relating to issues of Crimean Tatar People.
Aleksandr Emets, representative of Party “Reforms and Order”, quoting to history of a relationship between Crimean Tatar and Ukrainian Peoples, made a conclusion: “When in 17 century Crimean Tatar’s and Ukrainian regiments stood shoulder by shoulder they were invincible. At present so happened, that we are again in one country. This is our country, we live together here, jointly build it. So to be together became a motto of a day again.”
In front of delegates addressed and other guests of Kurultay with congratulations to session, with words of support and sympathy to struggle of Crimean Tatar People for restoration of their rights. Chairman of association of Crimean Tatar national groups in turkey in his patriotic speech called Crimean Tatars to strive for placed goals and promised to give a all – round assistance to compatriots in future. Sayih Muhsin Yazidzhi, representative of Crimean Tatar Diaspora in Turkey, noted heroism of Crimean Tatar People and its leaders, called them for unity and consent. He mentioned the words of great son and representative of the Enlightenment of Crimean Tatar People Ismail Gasprinskiy about unity in language, ideas and affairs. In the end of his speech, to Chairman of Mejlis and leader of Crimean Tatars M. Dzhemilev, and in his face to all Crimean Tatar People, on behalf of Turkish friends the memorable souvenirs were given.
Among speakers were as well: Cergey Velizhanskiy, - deputy of Chairman of Ministers of Autonomous Republic of Crimea; Dzhelyal Ichten – chairman of national groups of Crimean Tatars in Istanbul; Seit – Ahmet Kirimdzha – chairman of association of Crimean Tatars in USA; Farid Akchurin – chairman of Moslem Party of Ukraine; Saganay Musfet – chairman of association of Crimean Tatars in Romania; Faruk Memet – professor of Bucharest institute of sea navigation; Vahid Parviz oglu – chairman of Party “Mussavat” (Azerbaydzhan); Riza Dagdzhi – chairman of organization of veterans of Crimean Tatar National Movement; Ibraim Konopatsky - representative of Crimean Tatar Diaspora in Byelorussia.
Chairman of Mejlis M. Dzhemilev read the welcoming telegrams, including from President of Turkey Suleyman Demirel.
Kurultay continues its work on 2 October from 9.30 a.m.
