News of the Mejlis of the Crimean Tatar People

20th of April the Chairman of the Mejlis of the Crimean Tatar People* Mustafa Dzhemilev met with the First Secretary of the USA Embassy to Ukraine Robert Paterson and the Second Secretary of the USA Embassy to Ukraine on political issues Douglas Metyu. The situation in Crimea in the light of the upcoming actions of Crimean Tatars on 18th of May, in connection of the 55th Anniversary of deportation of the Crimean Tatar people from Crimea, situation in Kosova, OSCE activity in Ukraine and some other questions has been discussed.

21th of April in the OSCE mission in Kiev took place the meeting between the OSCE High Commissioner Max Van der Stoel and Mustafa Dzhemilev, Refat Chubarov (Deputy of the Chairman of the Mejlis of the Crimean Tatar People). The Head of the OSCE mission to Ukraine Magi Charles attended this meeting as well.

Max Van der Stoel expressed the confidence that not the Speaker of the Crimean Parliament L.Gratch** will define the state policy concerning Crimean Tatars and recommended to co-operate in such issue with the President of Ukraine Administration. He expressed the understanding of the tasks and aims of the Crimean Tatars civil actions to the protection of their rights planing on 18th of May. But he pressed request that these actions not passed to the fixed frameworks, which could to lead to the collisions and conflicts. Max Van der Stoel said: "You know mine treatment to the Crimean Tatar problem and you can be confident in my permanent readiness to do what one can to help". He with regret noted that despite to the all his efforts it was not possible to bring to the Crimean Constitution the articles, which can to guarantee the protection of the Crimean Tatars’ rights. But he expressed the hope, that these questions could be solved by the separate laws or resolutions of the Verkhovnaya Rada of Ukraine (Ukrainian Parliament)*** and the President of Ukraine.

26th of April in the Mejlis of the Crimean Tatar People took place the meeting of the Headquarters on leading on 18th of April funeral actions concerning with the 55th Anniversary of the deportation of Crimean Tatars from Crimea. The preparing to the measures in regions, graphic and the routes of march of colons, which going to Simferopol has been discussed. The Headquarters discussed the texts of future thesis and resolutions, which will be bring in the demonstration on 18th of May.

The commission set in Simferopol

28-29th of April in Simferopol was work the Commission on the Deported Peoples of the Cabinet of Ministers of Ukraine. It was connected with the upcoming of the 55th Anniversary of the tragic events of deportation. The guests visited Bakhchisaray region as well, visited the places of compact settlement of Crimean Tatars, met with representatives of NGOs, familiarize with the Ismail Gasprinskiy Crimean Tatars’ national library and Ethnographic Museum. In the press-conference which has been organized the talk was about the help, which is gives to the deported peoples in settlement. It was claim, that the government of country deeply understand the Crimean Tatars’ problems and will do all possible for the quick solution.

Commemoration of the victims of deportation from Crimea

The President of Ukraine signed the Decree "On Measures to the Commemoration of the Victims of Deportation from Crimea", according to which appropriate measures will lead in the peninsula on May 1999. The Organization Committee for preparing and leading of these measures has been created. The Vice-Premier V.Smoliy leaded this Committee. 18th of May is the 55th Anniversary of the deportation of Crimean Tatars from Crimea.

Ours comment. There are the measures, leading by state bodies in the President’s Decree. In the same time Crimean Tatars by the own initiative are preparing the numbers of actions, directed to the protection of their ignoring interests and rights.

The Agreement from the point of view of Uzbekistan

5th of September 1998 the Agreement between Ukraine and Uzbekistan "On Simplified Procedure of Citizenship for Deported Persons, Children and Grandsons" came into force and will be in force till 31st of December 1999. What problems have Crimean Tatars, who are living in Uzbekistan?

Some representatives of the official authorities of Uzbekistan are refusing flatly to publish in the print the information on explanation of the simplified procedure of the leaving the Uzbekistan citizenship, giving to ours compatriots the advises "to go to the passport departments in the residence more frequently". More, to the question about the reasons of non-lighting of the Agreement in the print and TV has been declared that this Agreement concerning mostly Crimean Tatars, who are living in Crimea and only to this aim it has been accepted. Such situation with the citizenship in Uzbekistan can destroy all positive possibilities of the Agreement.

However, the processes of leaving of the Uzbekistan citizenship among Crimean Tatars are growing. According to the data of the Consulate Department of the Embassy of Uzbekistan in Ukraine, more then 250.000 Crimean Tatars became citizens of Ukraine. There is no explanatory information on citizenship for deported peoples (sample of the questionnaires and etc.) in the places of compact settlement of Crimean Tatars in Uzbekistan. There is absent the freely obtaining the questionnaires to the leaving of the Uzbekistan citizenship. It is claims to Crimean Tatars, who left the Uzbekistan citizenship: "You can not sale your houses, property, because you are foreigners now", calling by this way confusion among the Crimean Tatars. Crimean Tatars in Uzbekistan, who became the citizens of Ukraine according to the Agreement’s conditions and have the status of foreigners, permanently living on its territory, automatically loosing own indexed moneys in banks and to the state insurance. From the April’s beginning notarial offices in Uzbekistan are refusing in the assurance of the questionnaires of leaving from the Uzbekistan citizenship, that because of the order from the high.

Ours comment. Uzbekistan – one of the former Soviet Republics, where mostly Crimean Tatars has been deported. With the disruption of the USSR and came into the stage the new states came the problem of changing of the citizenship (particularly refuse from the Uzbekistan citizenship and obtaining the Ukrainian one) for coming back to the Motherland Crimean Tatars. The sharp of this problem had to take the above mentioned Agreement between Ukraine and Uzbekistan. But, as we can see, state bodies of Uzbekistan going round of the Agreement making many difficulties, which are hindering of the obtaining of the new citizenship by the Crimean Tatars.

"Small Council" under the Parliament


by the Non-Governmental Organization of Crimean Tatar Elders "Namus"

The attempt of the creation under the Verkhovnaya Rada of Crimea (Crimean Parliament)* so-called "The Council of Aksakals (Elders)" made the negative reaction of the "Namus" NGO of Crimean Tatar Elders. It condemned the actions of some of compatriots, who step forth against the willingness and aspiration of the Crimean Tatar people and serving of same party**, which in 1944 and after was the source of crimes against Crimean Tatar people and many others peoples. "The Council of Aksakals" under "the red" parliament*** - it is the next political trick, which directed to the split of the Crimean Tatars. "The local authority and communists will try to oppose own pocket "Council of Aksakals (Elders)" under the Speaker of the Verkhovnaya Rada of Crimea (Crimean Parliament) to the Mejlis of the Crimean Tatar People" – said Elders. They are calling to Crimean Tatar people don’t yield to the actions of the leadership of the Autonomy and their accomplices, opposing the rallying for the struggle for the politic and socio-economic rights in the single Motherland.

The echo of the Chernobil tragedy

13th years ago on 26th of April 1986 at the night the Chernobil catastrophe has been happened, in the fire of which 32 people burned alive. The meeting, which took place in Simferopol, has been dedicated to this date.

But it was not the last victim. Only in Simferopol town during 13 years died more then 70 people-participants liquidators of the consequences of the catastrophe. Under the official data total number on liquidators is 200.000 and 10.000 nowadays lives in Crimea.

The mosaic from the 13th cultures

22nd of April took place the opening of the Crimean Ethnographic Museum. The Crimean Ethnographic Museum is the filial of the Crimean Republican Museum of Local Lore, History, and Economy and has been created in 1993. Since then Museum’s staff kept active research and collection work with national-cultural organizations of Autonomy. They are detoured more then 100 Crimean villages looking for exhibits, moved out of Crimean boarders. There were Crimean Tatar, Greeks, and Armenians, Krymchaks, Bulgarians, and Karaites cultures have been presented in the exhibition called "The Mosaic of the Cultures of Crimea".

The education doesn’t see the money

The Crimean budget for this year called "teacher’s budget", because the big assignments has been placed to the education. However the implementation of the budget is calling big doubts and alerts in the teachers. If the education system will not obtain the money, this branch nothing could save.

908 of the Crimean children of the school age are not visiting schools, 60 schools were in strike this year, 12.000 of pupils no sooner to pass the education program. 60 per cents of the Crimean schools are country schools. In most of them teachers has not receive the salary during 7 month and more. 5.000 of children are learning in boarding schools. 1200 from them are orphans. The children’ maintains in the boarding schools are financing only to 41 per sents.

Warmth for the cold towns

The speed of the construction of the gas pipeline Dzhankoy-Feodosia-Kerch by the builders leaded to two kilometers par day. The builders have the possibility to manage to the planed terms and deliver the first line of the gas pipeline (Feodosia town) at the end of August, and the second line (Kerch town) – at the end of October this year. Full extension of the trunk is 250km, the cost of the object is more then 100.000.000 US dollars.

In the peninsula this constructions calls "the construction of the century", because its sense for economy and for 1.000.000 people of the Eastern Crimea really hard to overrate. The big problem with the heating will be solved by the construction of the gas pipeline. Except this, supplying to the East of Crimea of the gas will stimulate development of the industry, agriculture, and health resort sphere. That’s why the speed of the construction is controlling by the government of Crimea and Ukraine, and by President of Ukraine.

The Cabinet of Ministers of Ukraine absorbing of Crimea to the darkness

The Cabinet of Ministers of Ukraine accepted the Decree, according to which beginning from 1st of May, Crimea will receive 292.000 kilowatts of electric energy per month instead 590.000, which are using now! Simferopol town – accordingly 29.000 from 112.000. Such absurd reduction is motivating by the non-payment to the electric energy in the past. But it is existing the Decree of the President of Ukraine according to which it is prohibited to cut off the electricity from the population. But inhabitance of the Simferopol town using 47.000 kilowatts par month (giving 29).

24th of April in the "Sudak" Tourist Health Resort Complex to the Republican Meeting for Discussing of the Process of Preparing of the Health Resort Season assembled the chiefs of the regional state administrations (local state authorities), managers of the sanatoriums, representatives of the police, as well as heads of executive and legislative bodies. Everybody decided that it is goo preconditions for the health resorting season in Crimea.

The exercise are finished

23rd of April finished four-day muster-cruise of ships of the Navy of Ukraine, which became the last stage of the command exercise of Navy. Totally in the exercise took part 15 military ships, cutters, 9 planes and helicopters, more than 3.000 military men.
